I would say take her the vet as soon as possible for an ultra sound, now! If she is 8 years old already, you really need find out exactly what you are dealing with here. Is she an AKC Type Bully? If so or...anyway check her tummy to see if they have been doing the c- sections to remove the pups... If I were you I'd go to the vet...if not prego, Good! If prego...then good too, just get your self prepared for a BIG LONG ordeal.

If she is an AKC breed type or has the scars from previous sections, and is bred....I would go ahead and put bach atleast $300-$500 for the vet...that's on the low end, with no complications
...If she is a BULLDOG, it is common to have what you call a "Water baby" this would make a natural delivery impossible and could cause death to the female and the remaining pups...

So I wouls find out as soon as possible weather or not she is preg. All dogs are different...bulldogs can be very strange...hehehe
The milk production could be normal for HER...Bulldogs are very loving and motherly...she may just be hormonally in tune with the other mother dogs she was around in the past or even produce milk when around a very young or orphaned pup, kitten, ect...
